Alan R. Hartley, CFA – Founder, CEO, & CIO

Alan Hartley is the Founder, Chief Executive Officer, and Chief Investment Officer of Black Cypress Capital Management. He has been in the investment field for over 20 years.

Alan launched Black Cypress in the midst of the 2008-09 recession, with an account of $400,000. The firm now manages over $243 million. Black Cypress was Emerging Manager Monthly’s 2022 Emerging Manager of the Year for United States Large-Cap Equity.

Alan has served on the University of North Florida Foundation board for over thirteen years. He has chaired the Foundation’s Investment Committee since 2016, helping to oversee the $150 million endowment. In 2023, Alan won a UNF Alumni Service Award. 

Alan’s career started with a research associate position at Ergates Capital, a long/short hedge fund. Alan next joined Morningstar as a generalist/IPO equity analyst where he covered thirteen different industries. Alan then managed $50 million in assets on the behalf of six different investment advisers.

Alan has earned the right to display the Chartered Financial Analyst (CFA) designation. The CFA credential is the most respected and recognized investment management designation in the world. Alan graduated from UNF summa cum laude in 2005, receiving a B.B.A. in finance.

Alan has been published in Morningstar, SumZero, Barrons.com, Seeking Alpha, and other syndicated publications. In addition to his UNF board involvement, Alan regularly serves as UNF’s industry mentor for the annual CFA Research Challenge.

He lives with his wife Golden, son, and two daughters in Ponte Vedra Beach, FL.

Olivia G. Tober – Compliance & Operations

At Black Cypress, Olivia leads the compliance and operations functions, drawing from her extensive experience in driving transformative initiatives for Fortune 50 companies, global nonprofits, and offering consultation to the United States Government.

Before joining Black Cypress, she was an integral part of Blackbaud, where she passionately supported the largest nonprofits and foundations worldwide, aligning with her commitment to driving positive change. She now ensures the firm’s adherence to regulations while continuing to empower the investment team.

Olivia’s journey led her to senior leadership at the Booz Allen Hamilton consulting firm, where she accelerated operational performance and spearheaded information and cybersecurity initiatives, directly in support of the United States Veteran’s Affairs. With her expertise in government compliance contracts and risk assessment, she is recognized as a business growth strategist.

Olivia’s ethos of designing intelligent solutions aligns with the firm’s commitment to building value and opportunity. As the COO and CCO of Black Cypress, she brings a wealth of experience, which drives the continuation of the firm’s outperformance. 

David E. Hartley – Business Development

David Hartley, head of business development, brings over two decades of exceptional experience to our team. With a strong background in technical management, enterprise architecture, and software sales, he is a proven leader in driving change and sales growth.

Throughout his career, David has consistently demonstrated his ability to lead corporate initiatives, resulting in improved program execution, productivity, and sales growth. His expertise spans diverse domains, including financial systems and sales development, as well as land, air, cyber, space, and maritime systems from his direct impact on over 100 Department of Defense programs.

David holds a Bachelor of Science in Computer Science from Florida State University, complemented by multiple technical certifications from MIT’s professional development program. Furthermore, he graduated with Summa Cum Laude honors from The University of Central Florida with an MBA.

With his educational background, extensive technical expertise, proven leadership, and a firm commitment to excellence, David is well-equipped to drive success for Black Cypress and our current and future clients.

Golden R. Hartley – Finance & Branding

Golden oversees finance and branding at Black Cypress. With a proven track record of driving financial excellence, she served active duty with the United States Air Force under the 20th Fighter Wing and now continues to serve as a Major with the reserve 315th Air Lift Wing. She brings a valuable combination of financial expertise and strategic vision, supported by both a Bachelor of Science degree from the University of North Florida and a Doctorate from the Medical University of South Carolina, as well as completing Air Command and Staff College. Her extensive military background includes service on working groups with the Department of Defense and the director of process improvements at the strategic levels. Her reputation is built on innovative problem-solving, maximizing team potential, and optimizing budgets and processes making her an indispensable asset to Black Cypress.
